An industrial site two blocks south of the Boston Convention and Exhibition Center is in line for scores of apartments or condominiums under a proposal outlined to city planners last week.

A letter filed by McDermott Quilty & Miller LLP partner Joseph P. Hanley with the Boston Planning & Development Agency on Sept. 22 describes developer JSIP West Second Street LLC’s intent to propose a a 252-unit multifamily development on the site of a construction crane yard at 295 West 1st St. in South Boston.

A “transformative,” 226,000-square-foot building on the 1.46-acre parcel would include ground-floor retail and community uses around a “public open space” the developer intends to dub the “Yard on Second,” the letter said. 126 parking spots, bicycle storage and a variety of unspecified amenities would also be included, along with income-restricted affordable units “in excess” of current city requirements. Building height would step up from 4 stories along West 2nd Street up to 6 stories along West First Street.

The letter also states that the project expects to need zoning relief.

Industrial parcels along West Second  Street were a significant focus of developer attention over the last 12 years, but activity had since died down until this year, when developer Peter Zagorianakos filed papers to revive a stalled, 127-unit project first approved a decade ago at the corner of H Street and East 2nd Street and a Connecticut development company paid nearly $20 million in February for a a parcel further down the corridor, next to Hilco Redevelopment Partners’ L Street power station redevelopment, that’s zoned for 173,000 square feet of multifamily use as-of-right.
