A fight between the Boston City Council and Mayor Marty Walsh over appointments to the city’s Zoning Board of Appeals could threaten the city’s humming pace of development.

Councilors have demanded to know where the mayor’s seven ZBA appointees stand on an obscure buffer zone dispute that is threatening to cause chaos among prospective pot shops, the Boston Globe reports. Councilors are refusing to confirm the appointments until their demand is met.

The 10-person ZBA membership currently has two inactive, retired members and five members whose terms have technically expired but who continue to sit on the board. ZBA Chair Christine Araujo told the Globe that the board could soon be forced to deffer hearings on proposals because it lacks a quorum.
