Massachusetts housing policy chief Tina Brooks and developers Howard Cohen and Edward A. Fish will be the recipients of the 2010 Affordable Housing Vision Awards being given out by the National Housing & Rehabilitation Association.

The Vision Awards are awarded to affordable housing and community development leaders for their contributions and dedication to providing affordable apartments for American families, according to a statement. The awards ceremony will take place on Oct. 18 at the Boston College Club.

Brooks previously served as the director of the Local Initiatives Support Corp.’s Boston office and then worked for Paramount Financial, according to a statement. She was later appointed Undersecretary of the Executive Office of Housing and Urban Development by Gov. Deval Patrick.

Cohen joined Beacon Communities LLC in 1995, where he now serves as chief executive officer, according to a statement. He has spearheaded the development of more than 9,000 residential market-rate, mixed-income and affordable apartments in seven states, with a particular interest in special needs housing.

Fish, who died in August at the age of 77, began his career in a construction business company founded by his grandfather in the late 1800s, according to a statement. Throughout a career spanning more than four decades, Fish had an industry-wide reputation for effectively converting abandoned or run-down industrial spaces into livable properties throughout the Northeast and in Florida.
