A developer has proposed constructing a $116 million manufacturing and R&D facility on a vacant parcel in Boston’s Marine Industrial Park.

Kavanagh Advisory Group wants to build a 355,000-square-foot property where companies would likely manufacture pharmaceutical drugs and perform research in labs, according to a proposal submitted to the Boston Redevelopment Authority.

If approved, the full build out of Innovation Place would occur in three different phases. The project would include 60 parking spaces and be designed "within the maximum allowed height" of 65 feet, according to the project proposal. The four-story facility will have floors from 15 to 18 feet tall, designed to support research and development and general/light manufacturing uses.

The project is expected to create more than 1,000 new full- and part-time jobs, as well as about 650 construction jobs, according to Kavanagh’s filing. The developer is also proposing to redesign and reconstruct the Silver Line stop located on the site and to provide "other amenities" for the growing number of commuters using the Silver Line in the area, the filing says.

The site, located at 316-318 Northern Ave., is currently surrounded by a six-foot high chain link fence. A warehouse building previously occupied the site and was in active use by the U.S. Navy.
