State and local officials are breaking ground on a $17.4 million project to extend a double railroad track on the Haverhill commuter rail line.

Officials said adding a second line between Andover and Lawrence should reduce delays along the entire route and allow more flexibility to work around disabled trains.

The work starting Monday is being funded by federal stimulus dollars. It complements a $50 million ARRA-funded double-tracking and rail improvement project on the Fitchburg line.

Democratic Rep. Niki Tsongas voted for the stimulus law and labels the expense "an excellent investment."

Completion of the track work is scheduled for December. A companion signal upgrade will begin in 2011.
