A groundbreaking is set for noon today to celebrate East Boston’s first large-scale residential waterfront development.

Boston Mayor Thomas Menino will join Gov. Deval Patrick, U.S. Rep. Michael Capuano and MassDOT Secretary and CEO Richard Davey for a groundbreaking ceremony commencing the construction project. After years of delay, Roseland Property Co. will begin to build a five-story building featuring 176 luxury apartments and ground floor retail.

Others expected to be on hand include: state Sen. Anthony Petruccelli (D-East Boston), state Rep. Carlo Basile (D-East Boston), Massachusetts Port Authority CEO and Executive Director Thomas P. Glynn, Marshall Tycher, co-president of Roseland and Boston City Councilor Salvatore LaMattina.
