Newly-submitted proposals from Boston and Providence developers would create more than 400 new market-rate apartments in downtown Worcester.

The largest project would be built at 5 Salem Square, where Providence-based Foresight Capital proposes 163 apartments in a 7-story, nearly 260,000-square-foot building, according to a site plan application.

Foresight acquired the property, which includes the former Notre Dame des Canadiens church property, along with 1 CitySquare last year for $5 million.

In a separate proposal, Foresight Capital proposes another 145 apartments in a 7-story, nearly 165,000-square-foot building at 3 Eaton Place in City Square.

And at 35 Portland St., Boston-based Portland Salem LLC is seeking approval for 108 apartments in a 6-story, 90,286-square-foot building to replace a 54-space parking lot.

The project would include 62 parking spaces in a two-level stacker system.

Worcester city councilors are debating passage of an inclusionary development policy, which would require 15 percent of the square-footage in new housing developments with 12 or more units to be income-restricted. The new ordinance would not apply to developments already under review.
