Massport selected a team of The Community Builders and Menkiti Group to develop the first income-restricted housing project on its properties in the Boston Seaport District.

The developers plan a 15-story, 200-unit complex next to the agency’s 1,500-space South Boston Waterfront Transportation Center on D Street.

Boston-based Community Builders has a track record of developing income-restricted housing, including a recently-approved project to convert the Comfort Inn on Dorchester’s Morrissey Boulevard into supportive housing in a partnership with homeless shelter operator Pine Street Inn.

At today’s monthly board meeting, Massport officials alluded to community concern about the potential that the project would include supportive housing in emphasizing that the project will target moderate-income residents.

“This is a project for people with established and stable income,” Massport Chief Development Officer Andrew Hargens said.

Washington, D.C.-based Menkiti Group has become one of downtown Worcester’s most active housing developers under founder and CEO Bo Menkiti, a Somerville native and Harvard University graduate.

Massport sacrificed potential higher financial returns by requiring the income-restricted component, Hargens noted. Previous projects on the agency’s South Boston real estate portfolio included higher-income-producing uses such as luxury apartments and life science buildings.

All of the units will be reserved for households earning 30 to 120 percent of area median income, which translates to a range of $31,170 to $124,680 for a 1-person household.

Financial terms of the development agreement were not immediately available.

Both the development and construction teams will include a 50 percent minority- and women-owned business enterprise component. The construction team is a 50-50 joint venture of MBE Smoot Costruction and Consigli.

Massport selected five finalists in 2021 after receiving nine initial proposals. The others were Beacon Communities and RISE Together; Preservation of Affordable Housing and DREAM Development; Trinity Financial and the South Boston Neighborhood Development Corp. and a partnership of Winn Companies and Catalyst Ventures Development.
