A Boston developer seeks to build a 30-story residential tower on a 3,648-square-foot parcel at Downtown Crossing, with office space and a restaurant on the four lower levels.

The four-story facade of the former Felt nightclub building at 533 Washington St. would be retained, with 26 stories built atop the 14,208-square-foot structure, according to a letter sent Monday to the Boston Redevelopment Authority (BRA).

The development would total 100,000 square feet and contain 94 residential units, according to attorney Donald Wiest of Dain Torpy.

“The residential population of this area is now beginning to achieve a critical mass, and the project will contribute significantly to the emergence of a true, mixed-use downtown neighborhood,” Wiest wrote.

The property is currently owned by 533 Rafi Holdings LLC. Led by CEO Collin Yip, Rafi previously developed 125 Salem St., a nine-unit condo building in the North End.

The office space would include co-working and incubator programs, according to Rafi Partners’ website.

Boston-based ADD Inc./Stantec is the project architect. No off-street parking is proposed, but the property is located within 650 feet of two MBTA stations serving the Red and Orange lines.
