Weston-based Hemisphere Development has acquired two properties in the Theater and Financial districts for $23 million with plans for condominium development in both.

The firm acquired 13-21 Congress St., part of the 458,300-square-foot Congress Square development off Post Office Square, and 27-29 Stuart St., a vacant former office building next to Jacob Wirth’s restaurant, from Everett-based Thibeault Development.

Rose Zhao, partner at Hemisphere Development, said the company is exploring redevelopment options for the Theater District property, which contains a 10,540-square-foot commercial building.

Marketing materials prepared by Colliers International Boston showed a potential 18-story residential tower built on the 2,091-square-foot lot, which would require zoning relief under the Midtown cultural subdistrict’s 65-foot height limit. Other developers have obtained approvals for high density projects in the neighborhood in recent years, including AvalonBay Communities’ 29-story Ava Theater District apartment tower at 45 Stuart St.

The Congress Street property is permitted for 35 condos as part of the Congress Square redevelopment of former Fidelity Investments office space. The project will include a 190-room hotel, housing, ground-floor retail and restaurants and updated office space including relocated Boston offices for ad agency Digitas from 33 Arch St.

Thibeault Development acquired the Congress Square property from Related Beal in 2016 and performed approximately $4.5 million in renovations during its ownership, according to broker Colliers International.

Colliers International Boston’s investment sales team led by Chris Sower represented the seller, and its capital markets team secured $21.5 million in acquisition and predevelopment financing from Knighthead Funding LLC.
