Developer Related Beal’s proposed 1.1 million-square-foot development overlooking Fort Point Channel could be one of the first properties protected under a city plan to flood-proof waterfront properties.
The development firm is preparing to file plans for a three-building complex at 244-284 A St. – currently parking lots, which Related bought from Gillette earlier this year – including an office building, an office-lab building and a residential tower, according to a notification letter filed Monday with the Boston Planning & Development Agency.
The Related Beal project will incorporate resilient building principles and incorporate the flood control berm along with “adaptive and resilient” open spaces, Related Beal President Kimberly Sherman Stamler wrote.
The city of Boston estimates a series of land-based defenses from rising seas in South Boston could cost over $1 billion between now and the 2060s. The Climate Ready South Boston plan released last year identified up to $16 million in flood protection strategies that should be completed by 2025, including elevated berms along the east side of the Channel to protect the pricey Seaport District real estate. The report did not spell out a funding formula, but said coastal defenses will require public and private investment.
South Boston is one of the most vulnerable neighborhoods identified in the Climate Ready Boston report based upon climate researchers’ predictions of a 3-foot rise in Boston Harbor sea levels by 2070.
The development plans will include a 180-foot-tall, 366,000-square-foot residential building, a 180-foot-tall, 334,000-square-foot office building and a 123-foot, 400,000-square-foot office-lab building. Related Beal seeks approval under a planned development area, which is subject to BPDA and Boston zoning commission approval.
All three buildings would include public space to comply with Massachusetts’ Chapter 91 regulations, Related Beal said.
