Boston Planning & Development Authority directors supported updated plans for a Stavis Seafood processing plant in the Raymond L. Flynn Marine Park, and 307 new housing units including redevelopment of the Playwright Pub property in South Boston.

Pilot Development Partners plans a three-phase development on Massport Marine Terminal parcel 5, which spans 7 acres near the eastern tip of the marine park.

The project begins with construction of a 2-story, 32,540-square-foot building as Stavis relocates its seafood processing and distribution operations from 310 Northern Ave. Stavis Seafoods will also relocate its offices to the marine terminal property from the Boston Fish Pier. Future phases of the project would include a pair of 33,350-square-foot and 145,570-square-foot marine industrial buildings. A tenant has not been identified for the largest phase, according to project filings.

Boston-based developer Marcus Partners has the 310 Northern Ave. property under agreement and is weighing its future options for the site.

Pilot Development Vice President Kathryn Maynes said the development, designed by Spalding Tougias Architects, will be built to withstand projected rising sea levels. The BPDA recently created a resiliency fund that assesses fees on developers in the 191-acre marine park to help pay for future coastal defense strategies such as an estimated $124-million sea wall elevation project.

BPDA directors also approved 307 new housing units, 230 of which are income-restricted, including the renovation of the YW Boston building at 140 Clarendon St. into 100 percent affordable housing. Developer Beacon Communities is partnering with the Pine Street Inn on conversion of the building into residences for formerly homeless individuals and support space. All 210 units will be reserved for households earning 60 percent or less of the area median income.

In Roxbury, the fifth phase of the Bartlett Place redevelopment will include a pair of new condo buildings containing 65 units, nine of which will be income-restricted.

In Dorchester’s Savin Hill, developer 1121 Dorchester LLC received approvals for 24 residential units in a pair of 3- and 4-story buildings, including 6,300 square feet of ground-floor restaurant space.

And in South Boston, a four-story building with will replace the Playwright Pub’s home at 658-660 East Broadway. The 26,000-square-foot project will demolish three structures on the four-parcel site and include eight housing units, shared office space on the second floor and a new home for the bar on the ground floor.
