Plans to redevelop a South Boston retail property into a 32-unit apartment complex have been filed with the Boston Planning and Development Agency.

George Khoury, the current owner of the Bell’s Market butcher shop and grocery at 246 Dorchester St., submitted plans to develop a 5-story residential and retail building on the 10,650-square-foot lot.

Bell’s Market would occupy part of the 7,395-square-foot ground-floor retail portion in the new building, along with additional space for a restaurant, according to a small project review submitted by attorney George Morancy on behalf of developer Rashide LLC. Five apartments would occupy each of the upper floors, topped by eight “modestly-sized” individual roof decks.

Five units would be restricted to households meeting affordability guidelines to comply with Boston’s inclusionary development policy. A 23-space below-grade parking garage is proposed.

The $13 million project requires variances for exceeding the zoning for maximum 35-foot building height, as well as maximum floor area ratios and minimum setbacks.
