The owner of Joe’s American Bar & Grill on the Boston waterfront has begun community outreach on plans to redevelop the Atlantic Avenue site and building a 5-story hotel and inn on Commercial Wharf.

Orlando, Florida-based Tavistock Development Group acquired a pair of properties on the wharf in 2016 for $10 million, including a vacant building that was damaged in a 2011 fire. Its sibling company, Tavistock Restaurant Collection, earlier acquired the restaurant property in 2011 for $5.6 million.

Conceptual plans would replace both the restaurant and fire-damaged structure with a pair of five-story buildings, including a 140-room hotel. The two properties would be connected with a new extension of the Boston Harborwalk that would double as a flood barrier.

As proposed, the plans comply with Boston zoning guidelines, Tavistock said on its project web site.

At a community meeting Tuesday night, North End residents questioned whether the development would block views of the harbor from Christopher Columbus Park and affect the neighboring Yacht Haven Marina, according to a report by North End Waterfront. They also questioned whether Tavistock’s 37 deeded parking spaces are sufficient to serve the hotel and inn.

Tavistock was founded by Joseph Lewis, a British billionaire who owns the Tottenham Hotspur club in the Premier League.
