Sturbridge officials and voters are set to review plans for a new $25 million thoroughbred horse racing facility and equestrian center on a 223-acre parcel off Interstate 84.

Developer Armand Janjigian is proposing the Sturbridge Agricultural and Equestrian Center at Cross and Breakneck roads near the Connecticut border. The project would include a racetrack and grandstand, according to a presentation submitted to the town of Sturbridge planning board. Live racing would be held 10 to 12 times a year, and the facility would include a riding school, rehabilitation and therapy barn for older horses and playing fields.

The project would generate 100 jobs and $1 million in local tax revenues and “benefits” to the town, according to an economic impact study by Spectrum Gaming Group cited by developers.

The Sturbiridge selectmen will hold a public hearing on Sept. 13, and a two-thirds approval by special town meeting is needed to create a new “agricultural entertainment” overlay district.

On-site betting would hinge upon the approval of sports gambling in Massachusetts, which is supported by Gov. Charlie Baker. The House of Representatives approved a bill in June but the measure still needs approval of the state Senate.
