A bill that sets up a new management structure for the Southfield development at the former South Weymouth Naval Air Station has been approved by the state House of Representatives, a day before the end of the legislative session.
The bill sponsored by State Rep. Ronald Mariano, D-Quincy, gives the towns of Abington, Rockland and Weymouth tax revenues from development on each communities’ portion of the 1,400-acre site and makes them responsible for providing municipal services. Since 1998, the redevelopment efforts have been run by South Shore Tri-Town Development Corp., a regional agency overseen by appointed directors from the three towns.
Starwood Land Ventures became master developer of Southfield in 2013 after acquiring LNR Property Corp., which previously had the designation.
The air base closed in 1997. A development plan approved by the communities calls for up to 2,855 residential units and up to 2 million square feet of commercial space. The only new development has been several hundred apartments built by John M. Corcoran & Co. of Braintree.
A 2013 review by state Auditor Suzanne Bump said the Tri-Town board lacked redevelopment expertise and paid out $2.3 million without adequate documentation. Under the bill, Tri-Town would be reconstituted as the Southfield Redevelopment Authority.
The bill now moves to the state Senate, with this year’s formal legislative sessions ending today.
