A developer has reactivated plans for a high-rise in Boston’s Downtown Crossing, on the same property where it previously proposed a 59-story tower that drew opposition from neighborhood residents.

New York-based Midwood Investment and Development now says it’s seeking approval for a 24-story office tower on a half-acre site at Bromfield and Washington Streets.

The building would contain 372,000 square feet of office space above three levels of retail totaling 52,400 square feet, including one below-ground level, according to a notification letter to the Boston Planning and Development Agency from Midwood President John Usdan.

“We believe the proposed project will be an exciting addition to the ever-evolving Downtown Crossing area, including the strong retail presence proposed for Washington and Bromfield streets,” Usdan wrote.

Midwood is designing the tower to create zero greenhouse gas emissions.

The project will require height and density variances from the city’s Zoning Board of Appeals. The BPDA is in the midst of a PLAN: Downtown initiative which could recommend higher densities for the property and others 

Midwood proposed a luxury condo and apartment tower in 2016 on the four-parcel site, which contains several low-rise office and retail buildings. The scale of that project drew widespread opposition from groups including the trustees of the 45 Province condominiums and the Old South Meeting House museum.

Midwood had also proposed an apartment tower on the site prior to the 2009 housing downturn.
