Peter J. Abair has been selected as the new executive director of Watertown-based MassEcon. Abair is currently executive director of the Massachusetts Biotechnology Education Foundation.

Mark Carroll joins FoxRock Properties of Quincy as chief operating officer. Carroll previously worked as the senior director of asset management at Campanelli in Braintree and has over 25 years of commercial, industrial and multifamily real estate experience.
Coastal Outsourced Solutions
Andrea Viera, Monica Medeiros, Michael Smith and Jesse Mcsweeney have joined Coastal Outsourced Solutions, a Fairhaven-based financial industry consultancy firm. Viera is the new vice president of sales and business development, Medeiros is the new senior director of consumer operations, Smith is the new senior director of default and payment solutions and Mcsweeney is the new vice president of operations.
Baycoast Mortgage
Adam Alpert joins Baycoast Mortgage Co. of Swansea as a loan officer at the new Plymouth location. Alpert previously was a mortgage loan officer with Bank of America. Kevin Chase also joins Baycoast Mortgage as vice president and producing branch manager. Chase previously was founding manager at loanDepot in Plymouth. Michael Taveira has joined the company as well, as a loan officer. Taveira previously was a sales manager and mortgage loan officer at Embrace Home Loans. Monica Gaspar has been promoted to manager of Baycoast Mortgage’s Swansea branch on Wilbur Avenue. Gaspar previously was the assistant manager of the Fall River branch on Stafford Road, starting at Baycoast Mortgage in 2013.
New England Council
The New England Council has appointed five new directors to the board of directors: William “Mo” Cowan, president of global government affairs and policy at GE; John Pantano, alliance director at Philips Healthcare; Kevin J. Rasch, vice president government affairs and programs at Harvard Pilgrim Healthcare; Peter Sherlock, senior vice president and COO at The MITRE Corp. and Alison Weiss, vice president and head of federal government relations at MassMutual Financial Group.
National Association of State Treasurers
Massachusetts State Treasurer Deborah B. Goldberg will be senior vice president of the National Association of State Treasurers for 2019. She is currently secretary-treasurer of the association.

Michael Anthony will lead Santander Bank’s direct private investment practice in Boston. Anthony previously was director and global head of the family office practice group at Citizens Bank.

Nadia Mahotiere and Derek Lee join Needham Bank. Mahotiere is vice president and branch manager/private banker of the bank’s Wellesley branch. Lee is assistant branch manager at the Wellesley branch.
