Braintree-based nonprofit housing developer Affordable Housing and Services Collaborative Inc. has named Karen Fish-Will to its board. Fish-Will is chair of Peabody Cos., a housing developer and property manager also based in Braintree.

Boston Planning & Development Agency 

The Boston Planning & Development Agency has hired Luis R. Frias II as director of diversity, equity and inclusion. Frias will be a member of the BPDA’s senior leadership team and be charged with the development and oversight of the agency’s equity and diversity priorities. He was previously program manager for Engineering PLUS, a National Science Foundation-funded program at Northeastern University focused on creating supportive infrastructure for BIPOC and women engineering students.

East Cambridge Savings Bank

East Cambridge Savings Bank announced that President and CEO Gilda Nogueira will retire and be replaced by Timothy E. Bombard, the bank’s executive vice president and chief lending officer.

Hanscom Federal Credit Union

Hanscom Federal Credit Union has hired Sam Saad as its chief credit officer. He was most recently senior vice president of commercial banking portfolio management at Littleton-based Workers Credit Union.

The credit union has also hired Mike Duffany as chief commercial officer. Most recently, he was senior vice president of commercial and small business lending at Worker’s Credit Union.
