A developer is planning a $47 million conversion of the Church of God of Prophecy property in Roxbury into a mixed-income residential project with ground-floor office and retail space.

Cruz Development Corp. wants to redevelop the 1.5-acre site at Warren and Clifford streets into 95 apartments, some reserved for elderly residents, in two 4- and 5-story buildings. Along with the church, the site includes several vacant structures.

The project site includes 9,684 square feet owned by the city of Boston. The Department of Neighborhood Development has designated Cruz Development as the tentative redeveloper of the site.

The first phase would include 51 apartments in an 85,000-square-foot building, according to a notification letter sent to the Boston Redevelopment Authority by Mitchell Fischman Consulting on behalf of Cruz Development. The building would be named after Dr. Michael E. Haynes, former state representative, pastor and civil rights activist from Roxbury.

The second phase would require acquisition of two additional properties and would include 44 units of elderly housing, ground-level commercial space and a 30-space parking garage.
