A development team is beginning its permitting for a life science tower in the Seaport District, a 2-story incubator and career academy building and updates to an MBTA Silver Line station.

Massport in January 2021 selected the proposal led by Lincoln Property Co. and Phoenix Property Co. for its Seaport Circle project, including a 13-story, 587,000-square-foot office and lab building linked by a walkway to the 2-story, 15,600-square-foot Pavilion job training and coworking center bridging the entrance to the Ted Williams Tunnel.

Three local nonprofits – Cambridge-based community development corporation Just-a-Start, the Gloucester Marine Genomics Institute and MassBio’s nonprofit arm MassBioEd – have already expressed interest in occupying The Pavilion and providing science, technology, engineering, and math (STEM) job-training and other programs, developers said in a notification form to the Boston Planning & Development Agency.

In a statement, Lincoln Property Co. Executive Vice President Scott Brown said the project’s name reflects the opportunity to create a “virtuous cycle” increasing job opportunities for diverse communities in the life science industry.

Developers are joint-venturing with minority- and women-owned businesses throughout all stages of the project. Project team members include Boston Innovations Land, Boston Collaborative Advisors, architects Moody Nolan and Studio Enee and construction companies Suffolk, General Air and Elaine Construction.

The first level of the Pavilion would connect to Silver Line Way, where upgrades to the MBTA station are planned. Developers will widen the Silver Line Way station platform from 5 to 12 feet and provide covered shelter along with access to the lab building’s lobbies and ground-floor retail space.

Seven development teams sought Massport’s designation for the property, which spans 2.5 acres including a parking lot, the Silver Line Way station and a sewer pump station.

The property is exempt from local zoning but is undergoing a voluntary BPDA review. A public comment period on the filing runs through Feb. 22.
