Developers looking for tax breaks from the city of Springfield will have to meet new requirements.

Mayor Domenic Sarno signed a new ordinance last week that requires developers receiving tax relief for housing projects cannot have violated many state labor laws in the last five years, must classify workers as employees rather than independent contractors and must comply with the residency and diversity requirements listed in the city’s Responsible Employer Ordinance, according to MassLive.

Among other requirements, the ordinance stipulates construction firms and their subcontractors must:

  • Have a workforce made up of at least 35 percent city residents.
  • Give minorities at least 20 percent, women at least 6.9 percent and veterans at least 5 percent of the hours worked on the project.
  • Must certify that the job site will not be picketed by unions.
  • Must maintain an apprentice program.
