Hal TovinBelmont Savings Bank has named banking veterans Hal Tovin and Christopher Downs executive vice president and chief operating officer and executive vice president for consumer lending, respectively.

In his new role, Tovin, 55, of Boston, will manage the bank’s retail and small business activities, and will be responsible for managing the bank’s deposit operations and technology. He will also lead marketing and public relations initiatives.

He previously worked at Citizens Financial Group, where he spent nearly 15 years in senior leadership roles.

Christopher DownsDowns will lead the bank’s new auto, equity and small business lending effort. Downs joins Belmont Savings Bank from Citizens Financial Group, where he was responsible for all consumer lending businesses across the organization’s Citizens and Charter One brands.

Downs, 60, lives in Barrington, R.I.
