A 346,000-square-foot mixed-income housing proposal is joining the growing pipeline of multifamily development in Roxbury’s Nubian Square.

The project team that was awarded the Crescent parcel redevelopment rights in 2021 submitted plans for the $130 million project at the gateway to the neighborhood.

The Planning Office for Urban Affairs and J. Garland Enterprises propose a 75 percent income-restricted component for project, known as Drexel Village. The three-building project would be anchored by a 14-story tower at the corner of Tremont Street and Melnea Cass Boulevard including 142 apartments, along with retail and community space.

A 6-story building facing Tremont St. would include 61 apartments and condominiums. A 4-story building including a daycare center, parish program space and 14 apartments is proposed at the rear of the site.

The Boston Planning & Development Agency picked a partnership of POUA, which is the Archdiocese of Boston’s affordable housing nonprofit, and J. Garland Enterprises in 2021 to redevelop the site. The Crescent parcel disposition is the latest in a series of surplus publicly-owned properties offered to developers to restore economic vibrancy to Roxbury’s former commercial hub.

The property borders the St. Catherine Drexel Parish, which is partnering with developers, creating a 13-parcel site spanning nearly 2.5 acres. The church and ministry space will be retained and renovated, while a daycare operated by Action for Boston Community Development will be relocated to the new development.

Responding to the BPDA’s goal of providing home ownership units in Roxbury to narrow the racial wealth gap, developers said 11 for-sale townhouses will be included in the income-restricted units. Sales prices are estimated at $213,700 to $290,400.

The affordable rentals will be reserved for a range of household incomes from 30 to 100 percent. Market-rate units will rent for $2,700 to $4,000 per month, developers stated in the project notification form submitted last week.

A BPDA public comment period runs through Nov. 5.

The proposal adds momentum to the recent uptick of development activity in the neighborhood, which includes the 74-unit 2147 Washington St. project under construction by New Atlantic Development and DREAM Development.

A development team last month submitted plans to redevelop a privately-owned property overlooking Nubian Square, adding 140 housing units to an office building parking lot.

The initial phase of the largest project in Nubian Square, redevelopment of the Blair lot surface parking, is expected to begin in 2024. Nubian Ascends received BPDA approval this month to extend the date to begin construction of the initial phase, 15 units of artist home ownership units, until Jan. 31.
