Boston-based developer Mount Vernon Co. is seeking to redevelop a Brighton property occupied by a Santander Bank branch for a 99-unit apartment complex including ground-level podium parking.

The project would consist of a 5-story building, 8,900 square feet of shared amenity space and 5,800 square feet of ground-floor retail at 30 Leo Birmingham Parkway, according to a letter of intent submitted to the Boston Planning & Development Agency. The site is next to Mount Vernon’s Radius apartments, which opened in 2019.

The designs by architects Prellwitz Chilinski Assoc. include screened, ground-level parking for 48 vehicles, along with 125 bicycle spaces.

“The project’s active ground floor programming will enliven the pedestrian experience and create a vibrant public realm,” Mount Vernon Chairman Bruce Percelay wrote in the notification letter.

The BPDA is seeking additional powers to review ground-floor parking podiums built in zoning districts including community commercial, where the Mount Vernon project is proposed. Developers’ use of above-ground parking podiums threatens to disrupt the continuity of Main Street business districts, according to BPDA Deputy Director Bryan Glascock. The Boston Zoning commission will review a proposed text amendment on June 9 that would make accessory parking a conditional use in such districts, requiring approval from the Zoning Board of Appeals.

The 30 Leo Birmingham project would require ZBA approval for floor area ratio of 2.6, building height of 66 feet and off-street parking, according to the submission.

Other members of the project team include landscape architect Halvorson Tighe & Bond Studio, legal counsel Smith Duggan Buell & Rufo, New Ecology Inc., VHB and Sanborn Head & Assoc.
