As Massachusetts officials compete for billions of federal infrastructure dollars that will unlock major job opportunities in the construction sector, labor union leaders are imploring state agencies comply with workforce participation laws designed to support women and people of color.
Two-thirds of construction contracts administered by the Division of Capital Asset Management and Maintenance don’t employ women and nearly one-third don’t employ minorities, Auditor Suzanne Bump’s office said.
